Communication and/or conduct that causes a reasonable expectation of physical, emotional, or psychological harm to the health or safety of any person or damage to any property. The reasonableness of the expectation will be viewed from both a subjective (the complainant’s) and an objective (a reasonable person’s) viewpoint and will take into consideration all surrounding circumstances.
